I have two tasks this evening. The first is to launch my Social Justice Report and Native Title Report for 2004. The second is to launch the ATSIC Yilli Rreung Regional Council"s Strategic Plan.

This provides an overview of the main events leading up to the introduction of the new arrangements for the administration of Indigenous affairs on 1 July 2004, as well as the key events which have occurred since that time to implement the new arrangements. The 2007-08 year has involved work on a wide range of human rights issues. This year we set ourselves the task of creating a significant human rights resource on the Human Rights web pages of the HREOC website.

The Human Rights and Equal Opportunity Commission occupies a unique place in Australian society. It sits independent of Government, yet it is not what is traditionally known as a non-government organisation (NGO) or an advocate.

The year of this report saw several significant changes and developments within the Commission. Some were anticipated; some had been delayed; some were more welcome than others all led to a full and active twelve month period.
