Under the Convention on the Rights of the Child (1989), children in detention have the right to 'Rest & Play'. The main focus of this submission is to promote the services of the NSW Playground Advisory Unit in order to support these rights.

That the death occured as a result of cardiorespiratory failure as a result of pneumonia from the aspiration of fluids in the chest cavity following brain damage. This report covers my fourth year as the Acting Race Discrimination Commissioner at HREOC, a position I occupy in addition to my position as the aboriginal and torres Strait islander Social Justice Commissioner. During the period on which I report, Australia elected a new government, ending almost 12 years of a coalition government.

In my role as Aboriginal and Torres Strait Islander Social Justice Commissioner I am required to produce two annual reports on Indigenous human rights issues – the Social Justice Report and the Native Title Report.

The QTU beleives that refugee detention centres should be immediately closed down and replaced with the placement of all refugees in appropriate communities."

In submitting this report I am required to make any recommendations as to actions that should be taken by governments to improve the recognition of the human rights of Indigenous people.[1] This year’s report contains 12 recommendations, which are reproduced here and discussed further in the relevant chapters.

2. Recognises the obligations of the Australian Federal Government as a signatory, on 22nd August, 1990, to the Convention on the Rights of the Child as at 15th October 1996 (187), this coming into force on 16th January 1991.
