Until December 2009, Ali Jasmin lived with his family in Bala Uring, a small village on the island of Flores, Indonesia. His family bought fish from the local fishermen and sold them at the market. Dr Jonas has focused this report on young Indigenous people young between the ages of 15 and 29. The Indigenous population is young, with a median age of 20. Over the next decade a high proportion of Indigenous people will reach working age and be ready to take on adult responsibilities. From this group will emerge Indigenous Australia's future leaders.

In 2006 the Secretary of the Department of Prime Minister and Cabinet made a revealing statement about Indigenous affairs. He argued that his own government’s policy performance in the Indigenous portfolio had been a failure. He went further to say that while well intentioned, the policies and approaches of the past 30 years had contributed to poor outcomes for Indigenous people.
