The Alcohol Report
analyses whether the introduction of restrictions or prohibitions
on alcohol in Indigenous communities would breach provisions of the
Racial Discrimination Act 1975. Specifically,
the report considers whether or not restrictions on alcohol provision
to Indigenous drinkers amount to a special measure under the RDA.
The report concludes
that such restrictions may amount to special measures and, as such, would not be racially discriminatory under the Act. The report
also outlines the problem of alcohol abuse in the Northern Territory and
considers individual and collective rights, self-determination and the
operation of the Liquor Act 1978 (NT).
