I am here representing Dr William Jonas, the Aboriginal and Torres Strait Islander Social Justice Commissioner. Dr Jonas was unable to attend today due to a range of other commitments. He asked that I begin by thanking the Victorian Department of Justice for inviting the Human Rights and Equal Opportunity Commission to attend this morning and present to you our views on the status of government progress in addressing Aboriginal Deaths in Custody and related issues.

The DDA and employment of people with a disability

The standard sort of speech that is often delivered by people in my sort of position at this sort of event is a combination of pep talk and pamphlet, with some bits of a law lecture thrown in: telling people with a disability and their advocates that they have rights under discrimination law, and telling employers that they have responsibilities, and attempting to set out the terms and the effect of the provisions of the Disability Discrimination Act (or "DDA").

Police Checks - A Human Rights perspective

Acknowledgments I acknowledge the traditional owners of the land on which we meet. I'd also like to thank the Aged and Community Services Association for inviting me to speak about police checks today. Introduction I suspect the average person in the street associates police checks with high-security jobs, such as airport security, or, on the other hand, with jobs working closely with children. However, police checks are required for an increasing number and variety of occupations and industries in Australia, including those providing aged and community services.

International law deals with many matters of importance to everyday life: access to the water of rivers for navigation, irrigation and drinking; transport by sea and air; environmental protection; the arrest and extradition of those accused or convicted of crimes. International law provides protection in international life and locally.

As a theme for today's discussion, I have chosen the notions of regionalisation and responsibility within Asia and the Pacific. I believe that the ability to accept responsibility for our neighbourhood, and to generate cooperative regional dialogues and actions to fulfill that responsibility will be the key to meeting the challenges and opportunities human rights will face in the new century.
