Yesterday in federal Parliament the Attorney-General tabled the Social Justice Report 2001, my annual review of the exercise of human rights by Indigenous Australians, and the Native Title Report 2001, my annual review of native title developments.

I begin by acknowledging the Gadigal people of the Eora nation, the traditional owners of the land where we meet today, and pay my respects to their elders. I would also like to thank the LIME conference organisers -- and Gregory Phillips and Lisa Jackson-Pulver in particular -- for inviting me to speak tonight and for organising this event and for ensuring that Indigenous health – so often overlooked in the ongoing debates about health and health reform in Australia – receives the attention it deserves in this context.

Utilising Indigenous socio-economic data in policy development

Thank you to Jon Altman and Boyd Hunter for the opportunity to speak at this important conference. It has provided an excellent opportunity for researchers, bureaucrats and policy-makers to discuss the adequacy of current collection methods for socio-economic data relating to Indigenous people, how such data might be improved and how it might be better utilised.

I was invited to pick my own topic for discussion. As an ex-judge being invited to speak to students of the law, I assumed that I was expected to speak on something related to the administration of the law from a judge's perspective. And as President of Australia's Human Rights and Equal Opportunity Commission (HREOC), I assumed I was expected to mention the role of human rights promotion in our legal system.
