I begin by acknowledging the traditional owners of the land on which we meet. Thank you for the opportunity to speak with you tonight. It's almost 18 months since we launched the Same-Sex: Same Entitlements National Inquiry. In that time, we have travelled around Australia to hear, first hand, about the impact of discriminatory laws on same-sex couples, and their children. We received 680 written submissions from across Australia and met with more than 500 people. The Inquiry put federal laws under the human rights microscope.
We are on Aboriginal land – and as a mark of respect to the traditional owners of this country – I want to recognise their culture and their law because they are integral to what we now call Coogee.
Thank you, Bob, for that generous introduction and warm welcome. And thank you to G&T for hosting this event. I am so pleased to be able to join you this evening for this year’s Vincent Fairfax Speaker Series. I thought I might never make it – for the last two days I have had the privilege of being on-board the warship HMAS Sydney as it undertook war exercises offshore – part of my defence review. As my staff gradually hit the decks one after the other with sea sickness, I wondered whether arranging the sea visit to coincide with tonight’s event was a smart move.
To some of you the role of The Human Rights and Equal Opportunity Commission (HREOC) in the industrial relations scene in Australia will be well known, others of you may be wondering why a representative of a human rights body would be speaking on this occasion. I propose therefore to briefly summarise HREOC's role in the administration of federal anti-discrimination law, including its complaint handling function, and to give some recent statistics.
I always enjoy receiving an invitation from Victoria to talk about Action Plans because I know that Victoria is a leader in the country in terms of organisational commitment to developing Action Plans.
Many communities use sport as a way to build peer friendships, and enjoy favourite activities in an atmosphere which is safe and supportive. Some years ago- too many sadly- I enjoyed a bi-annual Australian cricket carnival played between teams of people who were blind or had low vision. This is exactly what is happening at these games, and I trust that the links and friendships built through the activities will be positive and long-standing ones, as they were for me.
I would like to start today by acknowledging the Gimuy Walubara Yidinji people on whose land we are on today and pay my respect to your elders both past and present.
When I was invited to prepare this paper, Andrew Byrnes encouraged me to concentrate on drawing out strategic thoughts from the Australian experience which might be relevant in Hong Kong , and perhaps in other countries also. That is what I hope to do, rather than spending much time simply reciting that experience or the terms of Australia 's legislation.
In May last year I stepped down from my position as a Judge of the Federal Court to accept the role as President of HREOC. It has been a time of new challenges, such as the need to balance the legislative and administrative responsibilities that the Commission has been given by the federal government, with the important role of advocating for the rights of those on the margins of Australian society.
I also want to thank the conference organisers for the opportunity to speak today. conferences such as this are great opportunities to discuss some of the pressing human rights issues in Australia. I'm particularly pleased to be talking about queer rights in the workplace, as fair employment conditions are some of the most fundamental of all human rights. Trade unions have a long history of fighting for justice in the workplace, and I encourage the unions here today to continue that fight for gay, lesbian, transsexual and intersex workers.
Firstly, I’d like to begin by paying my respects to the Gadigal peoples of the Eora nation, the traditional owners of the land where we gather today. I pay my respects to your elders, to the ancestors and to those who have come before us.
Tonight's ceremony is, in part, a belated celebration of the recognition of the ABC as national award winner in the Prime Minister's Employer of the Year awards for 2000.

Amongst all this expertise, it is fair to ask why is the President of the national human rights commission – and particularly a President who has only fairly recently commenced in this role - here presenting the keynote speech to such a conference?
