Allow me to begin by acknowledging the traditional owners of the land on which we stand [the Nyoongar people] and pay my respects to their elders both past and present.
Good morning everyone. I'm actually thinking of developing a theory of corporate management based on reactions to that introduction. For example, when I say good morning to first year university students, they echo "good morning" back to me; when I say good morning to politicians, they remain silent, lest they be misquoted; when I say good morning to management consultants, they write it down; and when I say good morning to web content strategists, they hurry off to turn it into a inaccessible bitmap image.
The title I have taken for these remarks is "Is there a slow lane on the information superhighway". I fear that by now there may already be something dated or quaint in using the term "information superhighway". I am going to use it anyway, and perhaps make matters of style worse by adding reference to a slow lane, because I think a few important issues are suggested by this title.
This paper addresses one of the Forum themes: ‘Security and Human Rights’. Since 11 September 2001 governments around the world have responded to the threat of terrorism with tough measures to protect the lives and security of their communities – to protect their fundamental human rights. New security measures give government authorities unprecedented powers, which can seriously infringe the basic human rights of those against whom the powers are exercised.

In the contemporary world, and particularly amongst developed economies, many of us believed that the culture of civil liberties, freedoms and non-discrimination are reasonably well established and these precepts have clear links to innovation, creativity and the broader concepts of economic productivity and a well functioning civil society. Indeed, I believe that many of us had come to accept and expect this to be the situation, and that conferences like the one we attend here today could be built on this very premise.

I am very pleased to be here tonight at the Rural Ageing Seminar dinner. Thank you, to Dame Roma and the Rural Ageing Seminar Reference Group, for inviting me to attend an event that (for once) takes place where it counts - in rural South Australia.

The first is that HREOC has been suggesting for a considerable time that there needs to be renewed public debate on whether Australia should have a charter of human rights of some sort. It seems that the launch of the New Matilda campaign will give momentum to such a debate. A lot has changed, both nationally and internationally since the unsuccessful attempts of the 1970s and the 1980s to interest Australians in a bill of rights. As is so often said, Australia has now become the only major Western democracy that does not have a bill of rights.
The Australian Human Rights and Equal Opportunity Commission (hereafter the Australian Human Rights Commission) is one of the oldest National Human Rights Institutions in the Asia Pacific region. It was originally established in 1981 as the Human Rights Commission and then restructured in 1986 to become the Human Rights and Equal Opportunity Commission. It is a founding member and a strong supporter of the Asia Pacific Forum of National Human Rights Institutions.
