May I acknowledge the Gadigal people of the Eora nation, the traditional owners of the land upon which we meet, and pay my respect to their elders past and present.
It is now 12 months since the introduction of WorkChoices radically restructured Australia’s industrial relations system. Today, I propose to reflect on the implications of WorkChoices for the Human Rights and Equal Opportunity Commission (HREOC) and to outline reforms HREOC believes are necessary to safeguard fairness and equality in the workplace.
Let me preface my remarks today with the assertion that, generally speaking, Australia has a strong and proud record on human rights. The Australian Government is formally committed to supporting the universal observance of human rights both at home and abroad saying that this policy helps to achieve a more stable and just international order, which benefits the security and prosperity of everyone. In this statement, the Government links peace to the observance of human rights, a topic to which I shall return.
To be honest, this is a rare occasion for me. Much of my career has been spent in the monastic cells of academic institutions teaching the young about different legal systems; their origins and growth, their strengths and weaknesses. Your world - the world of business and industry, finances, profit and loss, sales and marketing - is largely foreign to me in a practical sense.

And thank you to Chicka Madden for your generous welcome to country. Chicka and I spent a term together on the Board of Aboriginal Hostels.

In particular, I express my warmest thanks to the Acting Chairperson of the Conference Mr. Parry Agius for his very kind words about my humble work in the field of the protection of the rights of the world's Indigenous Peoples and my background.
George Bernard Shaw once said that the only alternative to torture in life is art. I'm not sure that you could my presentation this morning art, but I do hope it isn't torture.
I also acknowledge Keith Wilson, President of the Mental Health Council of Australia; Chief Executive Officer Dr Grace Groom; and others here who have profound knowledge of mental health issues as family members and carers, as professionals, and as people directly affected by mental illness.
I've always been fascinated by numbers. Although remembering some of my maths exam results, I'm not so sure that they have been as fascinated by me. If you ask a group of people to say the first number that comes into their heads, you'll get a lot of 7's. Perhaps it's because we all have an intuitive awareness that 7 is the smallest number of faces of a regular polygon that cannot be constructed with a ruler and compass.
I recently returned from attending a United Nations meeting, where work is progressing on the development of an International Convention on the Rights of People with Disabilities.
I am sure I am not the first person to say it, but it seems to me that there are particularly important reasons for a telecommunications company such as Telstra to be interested in diversity.
As you know, the Commonwealth Disability Discrimination Act, and equivalent laws in all States, make it unlawful to discriminate on the ground of a person's disability. One of the areas covered by the Act is access to premises. The only exception to this is where a building is already constructed not providing access, and alteration to provide access would cause unjustifiable hardship.
