You would be aware that - according to its own reports - employment of people with disability in the APS has almost halved during the last two decades. You would also be aware of the strong public commitment by the Australian government to reduce the high unemployment and under-employment of Australians with disabilities.

I am not here to present South Australia's government as having achieved the last word in access and inclusion for people with disabilities, any more than this report itself seeks to claim that the task is finished.

Acknowledgments I acknowledge the traditional owners of the land on which we meet. I'd also like to thank the Aged and Community Services Association for inviting me to speak about police checks today. Introduction I suspect the average person in the street associates police checks with high-security jobs, such as airport security, or, on the other hand, with jobs working closely with children. However, police checks are required for an increasing number and variety of occupations and industries in Australia, including those providing aged and community services.

It is now 12 months since the introduction of WorkChoices radically restructured Australia’s industrial relations system. Today, I propose to reflect on the implications of WorkChoices for the Human Rights and Equal Opportunity Commission (HREOC) and to outline reforms HREOC believes are necessary to safeguard fairness and equality in the workplace.

To some of you the role of The Human Rights and Equal Opportunity Commission (HREOC) in the industrial relations scene in Australia will be well known, others of you may be wondering why a representative of a human rights body would be speaking on this occasion. I propose therefore to briefly summarise HREOC's role in the administration of federal anti-discrimination law, including its complaint handling function, and to give some recent statistics.

Over the past 10 years I have been involved in developing resources and providing informal assistance to organisations developing Action Plans throughout Australia. Thanks for the opportunity to speak to this conference today. You are embarking on this topic, in my view, at just the right time. Unemployment is the lowest it has been for over a decade. Our economy is strong and needing more employees, and our population is ageing, reducing the relative size of the workforce. In coming years, there will be fewer of us to support more of us, so as many people as possible need to be working and paying taxes rather than receiving welfare benefits. What better time to introduce employees with disabilities in larger numbers.

I follow this custom wherever I go to speak in public. I think recognising Australia 's indigenous peoples and their prior ownership of this land in this way is more than just good manners. It is an important part of recognising our diversity as a nation.

I want to talk today about the relationship between the lofty principles of international law on human rights and the practical realities for people with a disability in Australia.
Sex Discrimination
Because in addition to being integral members of the workforce, women are the bearers of and remain the primary carers for children. So if it isn't working for her then it isn't working for her family, her partner, her children and babies.

I am very pleased to be here tonight at the Rural Ageing Seminar dinner. Thank you, to Dame Roma and the Rural Ageing Seminar Reference Group, for inviting me to attend an event that (for once) takes place where it counts - in rural South Australia.

I'll start with what's stayed the same. The fundamental restructuring of Australia's workplace relations system has left the functions of HREOC untouched. In particular there is no change in its responsibilities to investigate and conciliate complaints of unlawful discrimination.
