For thousands of years, Aboriginal groups, who might spend much of their time living far apart in the expanses of this land, pursuing separately the business of survival, would come together at times to meet, to trade, sometimes to resolve differences, but also to exchange knowledge for mutual benefit.

Good morning, and thank you for the opportunity to speak at this conference. I'm very pleased to be here. Firstly as a senior Commonwealth public servant not based in Canberra I immediately warm to this forum. The challenges of interacting with, and learning from, our colleagues are increased greatly by the fact that we aren't located in the city viewed by most commonwealth public servants as the centre of the universe.

The Australian HR protection system is a direct result of the history and development of white settlement in this country. If you compare us with the United States, we Australians had no free settlement, no War of Independence and little or no nation building by private entrepreneurship; rather it was done by way of British government fiat.

Address to Tri-State Country Conference, Broken Hill

I also want to make mention of the fact that we are 130kn south west of an area of great significance to the Aboriginal communities of western NSW, which is now called Mutawintji National Park - the first park to be handed back to its Traditional Owners under the NSW National Parks and Wildlife Act in 1998. [1] The caves and overhangs in the park have been transformed into expansive galleries of Aboriginal rock art, and it comes as no surprise that they have formed the backdrop for ceremonies for at least 8,000 years.

Good afternoon ladies and gentlemen. Welcome to the launch of the report of the national inquiry into the human rights of people with mental illness. This report is the result of extensive research; public hearings in all States and Territories; and oral evidence and written submissions from over 1300 witnesses. I have been extremely fortunate to have the assistance of two commissioners with a long standing interest in the area of mental health - Dame Margaret Guilfoyle and Mr David Hall.
